The chronometer

A fancy name for a very accurate clock. Once highly sensitive and expensive, the advent of the electronic digital watch has put the chronometer within reach of all.

Usually kept on Greenwich Mean Time (GMT) - now called Universal Time (UT) because the almanac works on GMT. Should be kept accurate by radio to within a second.
